Mr. Gross tested the development feasibility and economic impacts of a reuse master plan for Watertown Arsenal. He modeled the feasibility for senior housing, retail and office uses. He determined that development of structured parking, as called for in the reuse plan, was insupportable from a financial standpoint. A creative approach to development of senior housing and commercial facilities with lower parking requirements was necessary to make the project feasible. Today, the arsenal facility is successfully operating as an office, housing, and retail complex.
